This is something I've seen on other message boards I've visited (sometimes it's called The Fan Below Me), and it's just a neat way to get to know your fellow board members better.
It's obviously very simple, someone asks a question and whoever answers it asks another one and whoever answers asks the next one, and so on...on some of the other boards there've been some pretty hilarious discussions about the ?'s and A's. And even if you're not the one who answers the question feel free to comment on the answers....
