Smitty got it, Battleship Potempkin, a Russian propaganda film about the Revolution, financed by Lenin, and shot by Sergei Eisenstein, I believe. I guess Smitty gets to make the question now.

My lucky guess got Pulp's nearly impossible question right. Now I need to top his.
The production company that distributed this foreign film in the states was contractually obligated to not edit any footage out of its North American release... even though they very much wanted to.
